Born in Regina, Bill studied Economics and Political Science, and Law, at the University of Saskatchewan, graduating in 1973 with a Bachelor of Arts and a Bachelor of Laws. On a Rhodes Scholarship, he earned a Master of Laws degree at Oxford University.
After teaching law at the University of Saskatchewan and clerking at the Supreme Court of Canada, Bill returned to Regina in 1978 and began practicing law with the firm now known as Gerrand Rath Johnson. He appears regularly before the superior courts in Saskatchewan and on occasion in the Federal Court of Canada. In 1997, the Government of Saskatchewan appointed Mr. Johnson Queen's Counsel.

He is a member of the Canadian Journalism Foundation and of Ad IDEM (Advocates in Defence of Freedom of Expression) and is active in the Canadian Bar Association, having served as the CBA National President.
Bill and his wife, Janet, have four children.
